Cheryl D. Maddox is the chief legal and compliance officer at PFM. In this role, she develops, manages, and directs the corporate legal function and the firm’s compliance programs. Specifically, she manages a legal team that reviews, negotiates, structures, drafts and advises corporate clients on a wide variety of contracts, corporate transactions, research and development projects, as well as business operations, processes, and procedures. Cheryl also oversees all regulatory compliance programs of the firm, assuming clear authority and accountability over the compliance team’s continual development, maintenance, and monitoring of firm-wide policies, procedures, and regulatory requirements, identifying compliance and business risk mitigation strategies, creating compliance management controls, and cultivating the cross-functional collaboration and business-specific compliance advisory guidance required to ensure a persistently sound regulatory environment.
Before joining PFM, she was an associate general counsel at De Lage Landen Financial Services, Inc., a wholly owned subsidiary of The Rabobank Group. While there, she provided primary legal support to several of the company’s global business units and internal services teams, including the company’s tax, litigation and recovery, IT, and procurement teams.
Prior to practicing law, she was a Senior Bank Examiner with the Federal Reserve Bank of Philadelphia and spent several years as a relationship manager with large regional banks. As part of her on-going commitment to community outreach and volunteer efforts, Ms. Maddox serves as a member of the Board of Trustees of WHYY, Inc. and previously served as a member of the Board of Trustees of Lackawanna College, the Board of the Philadelphia Bar Foundation, the Board of Directors of the Association of Corporate Counsel – Greater Philadelphia Chapter where she continues to co-chair the Corporate and Securities Law Committee, and the Board of Directors of the Yeadon Economic Development Corporation.
Ms. Maddox is a graduate of Ursinus College where she earned a B.A. in economics and business administration. She earned a J.D. from Widener University School of Law and an LL.M. in taxation from Villanova University School of Law.
