Julie Santamaria joined PFM in 2023 and has over 29 years of experience in municipal finance. She has been involved in numerous financings totaling over $20 billion for counties, cities, school districts, higher education institutions, ports, and other governmental entities throughout Florida and Texas. Ms. Santamaria has served as financial advisor or underwriter on various types of financings in addition to traditional fixed rate bonds and bank loans, including SRF loans, WIFIA loans, bond anticipation notes, variable rate demand notes, publicly and privately placed floating rate notes, commercial paper, lines of credit, taxable advance refundings, cinderella refundings, cash optimizations and derivative solutions. Ms. Santamaria has extensive experience working with governments on capital improvement plans and enterprise funds such as water, wastewater and stormwater utilities, parking systems and convention centers. Julie regularly works with utility rate consultants to optimize funding plans and minimize the impacts of new projects to ratepayers. She has analyzed public-private partnerships as financial advisor for wastewater treatment systems and plants, hotels, parking garages, and a courthouse.
Ms. Santamaria has participated in numerous project financings utilizing covenant to budget and appropriate, general governmental pledged revenues, special taxes, tax increment revenues, special assessments, fire assessments and enterprise funds. She has worked with several governmental entities on complex convention center expansions funded by multiple revenue streams.
Prior to joining PFM, Julie was a registered financial advisor and investment banker with RBC Capital Markets and held various licenses, including as a municipal securities representative and a municipal securities principal, serving clients in Florida and Texas.
