Special District Management

We provide administrative services for Special Districts to be able to maintain compliance with statutes, laws, codes, rules, and regulations, including Fla. Stat. § 119 and Florida Administrative Code Section R.1B-24.003(1)(a). Services include meeting facilitation, record-keeping, contract management, and training for new Supervisors and staff.

We prepare financial statements per Governmental Accounting Standards Board (GASB) guidelines, handle accounts payables/receivables, reconciliations, and State of Florida annual reports. We present accounting information to the Board, assist auditors, draft budgets, and manage bank accounts. Our paperless system (AvidXchange) provides transparency and maintains strict internal controls.

We provide billing, collection, reporting, and accounting for District assessments, safeguarding funds for obligations. We administer annual assessments, answer property owner questions, draft estoppel letters and lien releases, and recommend revenue collection efficiencies. We also collaborate with legal counsel on developer agreements to support District cashflows.

We use iPads and other technology which can accommodate virtual participation for meetings, loading agendas and documents beforehand. Documents are stored electronically and securely backed up, reducing printing costs and paper usage, providing environmental benefits and cost savings.

We assist with managing District vendors, both directly and via third-party sub-contractors. Services include supervising contractors and maintenance staff, arranging repairs, and attending Board Meetings. Field management services are tailored to each community's needs.

Our registered municipal advisory colleagues in PFMFA coordinate the timing and design of capital improvement programs for special Districts with the annual budget process, to align with proposed operations and maintenance schedules. We advise on debt issuance, including bond issues and bank loans, and review financing documents. We assist with arbitrage calculations, quarterly and annual disclosures on Electronic Municipal Market Access (EMMA) system and prepare special assessment methodologies per Fla. Stat. § 170.

Special Districts in Florida can levy and collect special assessments for capital improvements and services. Our municipal advisors prepare assessment methodologies per Fla. Stat. § 170, ensuring proper allocation for debt issuance and maintenance. We also prepare the special assessment roll, detailing specific lands and assessment amounts.
