JoAnne Carter is a managing director based in the firm’s Arlington office. As a public finance generalist, JoAnne has assisted governmental entities at the local, state and federal level in a number of areas, including financial planning, managing and executing municipal bond transactions, investment management and arbitrage rebate compliance. Over the course of her career, she has advised on more than $15 billion of financings.
She has primary responsibility for the vast majority of PFM’s financial advisory clients in Virginia, advising a mix of cities, counties, and authorities, including the cities of Hampton, Newport News, Norfolk, and Roanoke, and the counties of Arlington, Fairfax, Stafford, and Prince William. She also advises Virginia Port Authority, Fairfax County Water Authority, the Northern Virginia Transportation Authority, and the Virginia Railway Express. As part of the firm’s management and budget consulting practice, she contributed to the development and modeling of a multi-year strategic financial recovery plan for the District of Columbia, and the execution of more than $500 million in long-term and short-term financings for the District.
JoAnne first joined PFM in 1992 a as a financial analyst in the firm’s Investment Management Group, where she played a key role in providing investment management services to a variety of clients, including the Commonwealth of Virginia Treasury Board, the Metropolitan Government of Nashville and Davidson County, the Chesapeake Bay Bridge and Tunnel District, and Energy Northwest (Washington State).
