Chloe Bohm is a senior managing consultant in PFM’s Center for Justice and Safety Finance within the Management and Budget Consulting group. Chloe brings criminal justice policy and budget experience in state and local government to support the work of CJSF and its clients. She has supported clients across the country in organizational reviews, multi-year planning, and other strategic initiatives.
Before joining PFM in 2020, she served as Executive Policy Specialist in the Pennsylvania Department of Corrections, leading a grant portfolio of $14.9 million and supporting the Department’s research and evaluation efforts. Chloe also served as a budget analyst for the Pennsylvania House Appropriations Committee, where she advised legislators on matters at the intersection of budget and policy specializing in corrections, courts, and state and local police.
Earlier in her career, she worked in Pittsburgh’s Allegheny County Jail to develop reentry programs and implement performance-based budgeting.
Chloe holds a Master’s Degree in Public Policy and Management from Carnegie Mellon University where she worked with preeminent criminal justice researcher, Dr. Alfred Blumstein.
