Whitney Warren joined PFM in 2013. He is located in PFM’s Boston office and works in the financial advisory business, providing quantitative and strategic support to PFM clients. In his role, Whitney supports clients in capital and strategic planning, risk management, and transaction execution. This work includes credit analysis, evaluation of debt capacity, and peer comparison.
He has experience providing technical support for New York municipal issuers, including Nassau and Westchester Counties and has significant experience overseeing the complex project-by-project debt profiles for Nassau and Nassau Interim Finance Authority. In addition to his work with local governments, Whitney has supported institutions of higher education across the country on debt transactions.
Whitney has also worked extensively with alternative delivery/public private partnership clients in New York, Michigan, Florida, Maryland, and the District of Columbia, with a focus on the parking sector. He has experience in preparing comprehensive financial modeling and analysis as well as the development of procurement documents and processes.
Prior to entering public finance, Whitney worked in historic preservation. Whitney holds a bachelor’s degree in Art History from Bates College. He is a registered Municipal Advisor Representative (Series 50) and has passed CFA Level 1.
