Whitney Warren joined PFM in 2013. He is located in PFM’s Boston office and works in the financial advisory business, providing quantitative support to PFM clients. Whitney is responsible for research, structuring bond issues, analyzing issuers’ outstanding debt, and evaluating refunding opportunities. He has experience providing technical support for New York issuers, including Nassau and Westchester Counties and has significant experience analyzing the complex project-by-project debt profiles for Nassau and its related issuers such as the Nassau County Interim Finance Authority.
Whitney has worked extensively with alternative delivery/public private partnership clients in New York, Michigan, Florida, Maryland, and the District of Columbia, with a focus on the wastewater and parking sectors. He has experience developing comprehensive quantitative financial models that inform the valuation and cost structure of assets, as well as assisting in negotiations and the development of procurement documents and processes.
Prior to entering public finance, Whitney worked in historic preservation with the World Monuments Fund. Whitney holds a bachelor’s degree in Art History from Bates College. He is a registered Municipal Advisor Representative (Series 50) and has passed CFA Level 1.
