Caroline Sylvan is a director in PFM’s Management and Budget Consulting practice. She leads the group’s Human Services consulting practice, providing trusted advice for a wide range of clients on topics such as revenue maximization, organizational efficiency, and performance improvement. Caroline works extensively in the area of child welfare in Pennsylvania, at both the state and county levels. She has also worked on projects related to mental/behavioral health, public health, childcare assistance, domestic relations, and criminal/juvenile justice. Clients have included Colorado, Minnesota, Virginia, the District of Columbia, and Los Angeles County, among others.
Caroline joined PFM after earning her Master’s in Public Administration from New York University's Wagner School of Public Service. She also has several years of experience working in the non-profit sector, including The Food Trust and Vanguard’s Charitable Endowment Program. Caroline received her B.A. in Growth and Structure of Cities from Bryn Mawr College.
