Danielle Scott Parker is a Director with PFM Financial Advisors LLC based in the firm’s New Orleans office. Previously, Danielle advised public sector clients nationally on a broad range of organizational and budget strategies through the affiliate's Management and Budget Consulting practice. Danielle continues to manage key client relationships in the south and still leads affiliate services where the firm provides budgetary and financial analysis, reviews municipal operations and develops multi-year financial plans to help municipal governments overcome their fiscal challenges. Specializing in integrating equity, Danielle is also the co-director of PFM’s Center for Budget Equity and Innovation where she helps clients develop long-term blueprints for fiscal, economic, and community sustainability.
Prior to her transition to PFM Financial Advisors, Danielle advised public sector clients nationally on a broad range of organizational and budget strategies through PFM’s affiliate Management and Budget Consulting practice. This work included an operational review, strategic planning, and budget support in Harris County, TX. It also included multi-year financial planning and forecasting for numerous cities and counites including the City of Houston’s first ever Ten-Year Plan. She has provided strategic and budget advice for New Orleans, LA, and for the New Orleans Sewerage and Water Board. She also led budgeting, financial analysis, and operations focused engagements in Atlanta, GA, Austin, TX, Chattanooga, TN, Cobb County, GA, Dallas, TX, Fort Worth, TX, Memphis, TN, and San Antonio, TX. This work included an operational review, strategic planning, and budget support in Harris County, TX.
As the co-lead of PFM’s Center for Budget Equity and Innovation, Danielle is at the forefront of implementing equitable strategies across local government and brings strong experience with stakeholder engagement and the inclusion of diverse perspectives in public sector planning. During her time with PFM affiliate PFM Group Consulting LLC, Danielle led an engagement in Danville, Virginia to create an equitable plan for $140 million in new casino revenue. To do so, she facilitated a community driven process, conducted equity analysis, and identified guiding principles aligned to fiscal best practices in a community driven plan to City leadership. In 2021, Danielle led the PFM team on an engagement in San Antonio, TX to develop a “Future Ready Plan” dedicated to improving racial and ethnic equity in both education and employment outcomes for youth. Danielle also led a series of equity engagements for the City of Norfolk, VA including developing the City’s first citywide equity framework.
Danielle also leads PFM’s portfolio of work under HUD’s Distressed Cities and Persistent Poverty Technical Assistance (DCTA) Program as the day to day Project Manager on PFM’s FY20 and FY21 award. In this role she manages PFM’s direct TA engagements, coordinates with HUD and other TA providers, and leads the development of PFM’s reporting and work products. She also led PFM’s TA work in Comerío, PR, Bogalusa, LA, Terrell County, GA, and Independence, OR. Danielle also served as core staff to the National Resource Network, a consortium of private and nonprofit organizations providing cross-cutting assistance to cities, counties, and organizations across the country.
Danielle has also led PFM’s efforts to develop client understanding and implementation of recovery initiatives associated with COVID-19 and the American Rescue Plan Act. In this role she assists colleagues and clients to understand federal guidance and how to implement equitable and multi-year approaches to recovery. To date, she has supported clients on a variety of ARPA issues including Albany, NY, San Antonio, TX, Dallas, TX, and is currently engaged in Shelby County, TN on ARPA-related work. In July 2021, Ms. Scott Parker co-authored “Leveraging American Rescue Plan Act Funds for Youth Outcomes” with the Children’s Funding Project and the UP Partnership.
Danielle holds a B.A. in Political Science from Howard University and is a Registered Municipal Advisor Representative (Series 50). In 2021, she was recognized by Women in Public Finance with the association’s national Rising Star Award.
