Brad is a director in the transportation group and provides financial planning and advisory services. He joined PFM in 2022 and has over 20 years of project management, policy, funding and finance expertise. Brad’s unique blend of municipal investment banking and transportation planning experience allows him to provide specialized funding and financial expertise during early project/program development phases and as well as provide financial advisory services for debt transactions and portfolio management. His alternative delivery experience ranges from delivery options analysis to owner’s advisor on closed P3 transactions. Brad provides an integrated approach of planning and advisory services to assist clients in developing and implementing capital projects and programs across the transportation spectrum.
Brad’s focus has been on leading DOTs, transit authorities, transportation agencies and municipalities in evaluating programmatic approaches to initiate new funding and capital programs, including feasibility studies, financial plans, funding plans, federal strategy, screening and prioritization analysis and policy reports. Brad has provided consulting and financial modeling services for a variety of new transportation tax and fee initiatives, toll facilities, transit projects, transit-oriented development, parking facilities and electric vehicle infrastructure. He has experience in developing funding plans and models as well as providing federal strategy for Bipartisan Infrastructure Law (BIL) opportunities, grant applications and TIFIA loans. Brad has specialized in developing new pricing programs for tolling, congestion pricing, road user charging and emerging mobility.
Prior to joining PFM, Brad led HNTB’s financial planning practice and was an investment banker in Citi’s transportation group.
Brad has a Bachelor of Science degree in Finance from Louisiana State University.
