Steven is a director of the K-12 schools' group where
he co-leads the team as they support school districts and state
educational agencies to seek to ensure equitable use of public
resources to educate students.
As a leader in educational administration and school finance,
Steven has a keen eye for equitable use of resources. Guided by
15+ years' experience across the education sector, he has
consistently demonstrated his ability to tackle resource and
operational challenges that impact student equity and achievement
throughout his career. Steven developed a passion for supporting
schools and students from a young age. He pursued his
undergraduate studies at Haverford College in Pennsylvania and
later attended the Harvard Graduate School of Education.
Steven’s professional career in education began in the classroom
at the Episcopal Academy of Newtown Square, Pennsylvania.
Driven by a desire for continuous growth and for expanding access
and opportunities to a wider range of students, Steven later joined
the educational consulting firm Education Resource Strategies.
Among the many projects, Steven supported Baltimore Public
Schools through a closing a $86M budget deficit and supported
Shelby County Schools (Memphis) as they assessed school level
funding equity while laying the groundwork for introducing student-based budgeting.
These experiences motivated Steven to go deeper into public
administration where he joined Boston Public Schools. Over his 7
years at the district, Steven held multiple roles that sought to
tackle challenges that limited student’s access and opportunity for success. During his time with Office of English Learners, where he was responsible for ensuring
equitable access to ESL services in alignment with the Department of Justice Consent Decree,
Steven identified and implemented districtwide change of practice in student language leveling
practices. This shift created a more student-centered approach and brought about significant
operational and instructional change.
In his previous role as School Funding Manager, Steven led a team in close collaboration with
community leaders to review and design new recommendations for the new school funding formula.
In this role, Steven spearheaded the technical and public facing work, leveraging his expertise in
operational and instructional experience to drive the design of a more equitable policy for
distributing funds to schools and students.
Steven and his family live in Boston, Massachusetts where he is avid cyclist and co-founder of a
professional cycling team. His commitment to expanding opportunities for youth underscores his
dedication to making a positive difference beyond the professional sphere.
