Claire Goodman joined PFM with the acquisition of Scott Balice Strategies in May 2011. Claire conducts both qualitative and quantitative analysis in evaluating capital markets. She offers a keen understanding of both market dynamics and credit fundamentals with added expertise in debt structuring, cash flow modeling, rating agency strategy, post-employment benefit analysis, and privatization execution and valuation.
Claire specializes in general government and transit, where she helps clients execute complicated financial strategies that take advantage of market efficiencies. She is part of the Public Private Partnership (P3) Team at PFM, and has worked with numerous clients through the feasibility analysis, structuring and execution stages of P3 strategies. Prior to her time at Scott Balice, she performed strategic planning for numerous non-profit entities and taught and conducted economic research at the University of Georgia Terry College of Business, where she became a published author in game theory, risk management and market competition.
