Kevin joined PFM as the partner responsible for opening an office in Richmond, Virginia. He has extensive experience serving the financial needs of Virginia issuers, having assisted more than 75 Virginia entities on financing programs aggregating in excess of $20 billion since 1988. His experience includes all types of transactions, including general obligation, lease revenue, utility revenue and special assessment and/or tax.
His experience throughout the Commonwealth includes serving as a senior advisor or banker to localities, state agencies, transportation issuers and multi-jurisdictional authorities. His listing of local issuers include: the cities of Charlottesville, Chesapeake, Colonial Heights, Fredericksburg, Newport News, Norfolk and Winchester, and the counties of Alleghany, Bedford, Goochland, Hanover, Henrico, Prince William, Spotsylvania, Stafford and York. He also serves as financial advisor to the Virginia Public School Authority. Finally, he currently advises the following multi-jurisdictional authorities: Blue Ridge Regional Jail Authority (“RJA”), Hampton Roads RJA, Middle Peninsula RJA, Northwestern RJA, Rappahannock RJA and Western Virginia RJA.
Kevin joined PFM in 2012 after spending 11 years with Morgan Keegan and 12 years with First Union Securities Inc./Wheat First Butcher Singer.
