Shirley joined PFM as part of the firm’s asset acquisition of Melio & Company, a premier healthcare advisory firm. At PFM Shirley leads the investment program advisory work within PFM’s treasury consulting practice. Her sole focus is helping clients enhance the stewardship of their investment programs. Shirley's expertise is in optimizing relationships, drafting best practice investment policy, driving program cost efficiency, and cultivating creative idea generation. She partners with organizations in the examination and evaluation of investment consultants, custodian banks, recordkeepers and investment managers. She collaborates to enhance communication and interaction with board governance, rating agencies, and auditors.
Prior to creating this role at Melio & Company, Shirley spent 29 years in treasury finance, the last ten years at Trinity Health. As vice president of investments, she oversaw their multibillion-dollar investment program assets including the operating portfolio, defined benefit pension, defined contribution, and offshore insurance captive investment programs. Before Trinity Health, she was treasury director at Federal Mogul Corporation where she oversaw corporate and retirement program investments, cash management, foreign exchange, and commodities trading. She began her career in institutional trust custodial banking. During her seven-year banking tenure she managed trade settlement and master trust client reporting.
She received her M.B.A. from the University of Detroit Mercy and her B.A. in finance from the University of Michigan-Dearborn.
