Glen Williard joined PFM Financial Advisors LLC. in 1981. He is the manager of the firm’s North Eastern financial advisory business. He has worked with both competitive and negotiated bond issues, first time issuers, many types of refundings, restructurings, defeasance escrows, presentations at public hearings, credit rating agencies, and bond insurance companies. He has had a wide variety of experiences, including the successful financing of thousands of school district and other local government financings with an aggregate principal amount of over $50 billion.
Since 2003, he has served as financial advisor to the Commonwealth of Pennsylvania. The Commonwealth annually does some of the largest competitive sales in the country. Glen also assisted in the creation of the Pennsylvania Infrastructure Investment Authority (Pennvest), revolving loan Program. He also serves as the program administrator for three of the Emmaus General Authority’s /PLGIT, Bond Pool Programs.
Since 2000, he has served as financial advisor for the Pennsylvania Higher Education Assistance Agency (PHEAA) on transactions including variable rate demand bonds, LIBOR floating rate notes, fixed interest rate term bonds, interest rate swaps, and both taxable and tax-exempt auction rate financings. Along with new money issuances, his experience with PHEAA has also involved refunding of existing bonds, interest rate mode conversions, securitizations, and replacement of credit and liquidity facilities.
