PFM announced today that its Florida-based Special District Management team will form an independent entity, PFM Management Services LLC, effective April 1, 2026. The new enterprise will continue to provide management and administrative services to special districts across Florida and emerging markets throughout the U.S.
Special districts are independent units of local government that deliver essential public services, maintain infrastructure, and, in many cases, have the authority to levy assessments and issue debt. Special districts play a critical role in supporting growth, infrastructure investment, and community development.
PFM’s Special District Management practice was established following the firm’s 2019 acquisition of the majority assets of Fishkind & Associates, a respected Florida-based provider of district management services. Since that time, the team has grown steadily, by forming its own business entity, PFM Management Services will be able to expand its market presence in Florida as well as other key regions such as Georgia and Pennsylvania.

PFM Management Services LLC will continue to provide a full suite of district management services, including board administration, financial coordination, compliance support, and public meeting management. PFM’s broader public finance and advisory expertise remain available to special districts where needed.
