[PHILADELPHIA, PA, January 5, 2023] Melissa LaBuda, a distinguished public utility expert, returns to PFM after 24 years of advising and serving public power, water, and combined utility systems across the U.S. Ms. LaBuda joins PFM from the City of Philadelphia, where she served in executive leadership positions for the past ten years, most recently as Deputy Water Commissioner and Chief Financial Officer for the Philadelphia Water Department.

Ms. LaBuda will lend her wealth of experience to PFM Financial Advisors LLC’s national utility practice. Her comprehensive understanding of the financial management of utilities includes accounting, budgets, rates and charges, debt management, grant management, capital program funding, audit, procurement, contract management, and risk.
