PFM Completes CEO Transition, JoAnne Carter Assumes Full CEO Responsibilities

Arlington, VA, April 07, 2025 – PFM announced today that JoAnne Carter has assumed full CEO responsibilities. This completes the CEO transition announced on November 7, 2024, when then-CEO Dan Hartman decided to return to a direct client support role. At that time, the PFM board unanimously named JoAnne Carter, as the incoming CEO, who was then managing director and president of PFM Financial Advisors LLC (PFMFA).

“JoAnne has been with our firm for more than 30 years and will provide continuity in our purpose and focus on the public sector,” said Sergio Masvidal, PFM Board of Directors Chair. “JoAnne built and led the successful growth of our firm’s practice in Virginia and across the South. She has a deep understanding of the business lines we cover and the regulatory and compliance environment. She is a collaborative leader who will guide PFM forward in the best interest of our clients and the continued success of  our firm.”

Carter joined PFM as a financial analyst in 1992 and later went on to establish the firm’s Virginia financial advisory practice and lead PFM’s south region. Over three decades, she has advised state and local clients on billions in financings. As a partner, JoAnne has been an integral part of PFM’s leadership for more than 20 years. In 2021, she received the Lifetime Achievement Award from Virginia Women in Public Finance. She was named among the 2022 Trailblazing Women in Public Finance by Northeast Women in Public Finance and Bond Buyer.
