PFM Announces Two New Managing Directors

PFM Financial Advisors LLC (PFMFA) and PFM Group Consulting LLC (PFMGC) have announced the promotion of two new Managing Directors. PFMFA has promoted Margaret “Hope” Scarpinato and PFMGC has promoted Gregory C. Butler.

Hope Scarpinato joined PFM as a Consultant in 2011 and now co-leads the firm’s national transportation practice. She provides strategic guidance to transportation clients, including seaports, toll facilities, and state agencies. Hope has been instrumental in helping clients with financial planning, securing funding, and navigating complex loan processes, including over $1.2 billion in TIFIA loans. Her expertise has contributed to advancing long-term planning and financing strategies for the firm’s transportation clients and implementing multiple inaugural revenue bond credits.

Since joining PFM in 2008, Greg Butler has served as a Director in PFM’s Management and Budget Consulting practice, helping local governments address workforce challenges and improve fiscal sustainability. He provides expert guidance on public sector compensation and benefits; develops recruitment and retention strategies; and guides collective bargaining negotiations and workforce planning. He has worked on over 100 public sector engagements, including expert witness testimony in multiple jurisdictions.
